    Step 3: Distribute a Micro-Credit Money System (eg.Grameen Bank)
    Step 4: Install Internet-based collaborative communities (Start with one Internet connection per village/community).

    Finally eliminate or reduce the BIG C of Corruption which makes enterprise too time-consuming and expensive and that usually spells the premature still-birth or death of fledgling enterprises.
